My T7 Phase 1 Attempt - 277k damage with one team
INSIGHTS AND STRATEGY FROM TEAM INSTINCT

Overall
Looks like TMR is much less effective unless those toons have high potency...and even then it's much less effective.
Phase 1 and 2

Phase 4
GAME PLAN
1. Limit 1 attack per member until Phase 4 with your A-team. Only attack in P1 if your team is good for P1 (200k+ in T6)
2. At P4, wait until the 24h mark to give everyone a chance to contribute
3. After the 24h mark, it's fair game- rack up as much damage as you possibly can before we clear it
I think it will go down like this:
P1: 10 teams needed @ avg 200k/team
P2, P3: 40 teams needed per stage @ avg 100k/team - will be much more achievable when more people have Yoda
P4: 100 teams needed @ avg 20k/team (as these are the B-teams)
Total: 190+ teams needed
Note: I used fairly conservative estimates, particularly for P2 and on
Here's what our roster looks like for reference: swgoh.gg/g/40/imperial-intelligence/
The majority of us have around 15 7* which is really all that's needed as long as they're well-geared and you've got the right characters

Tenacity:
T6: ~70% debuff/TM reduction SUCCESS ^_^ (probably a little more, I didn't see many resists)
T7: ~10% debuff/TM reduction SUCCESS >.< (maybe less, I stopped trying (characters with ~90%+ potency seem to land 60%+))

let's pretend that you have 20 guild members that each have a team that can do 10% damage during phase 2. if those 20 people all start a fight at the same time, you're going to end up doing 200% damage during phase 2, and wasting a lot of characters. instead, if you have 8 people start attempts at the same time, you end up doing 80% damage, and then you can do single attacks until he's dead. this results in the least amount of wasted damage/characters.
since the damage you do varies, and you don't know what you're going to end up with, it is best to take this approach.

Phase 1 and 2
Phase 1: the adds have more health than T6 adds, but do not seem to have higher tenacity, so CC still works on them. I had the best results with just burning them fast though.
Phase 2: Phase 2 is tricky. The rancor hits quite hard now, and there are a few ways to deal with it. I'd recommend dropping the door immediately, with a high dps group, and just blasting him for as long as possible. if you get enough people in your guild to do this, you may be able to get by on door phases alone ^_^ (you're going to lose everyone though).
His slam will bring a G8 glass cannon to sub 50% health, if not outright kill them. It depends on who they are.

there isn't one specific team. you can run teams like, rex, qgj, gs, leia, aa, or really anything. what you're aiming for is to burn the adds down as quick as possible so you can focus on the captain. keeping one of the pigs stunlocked doesn't seem to yield as good of results.
i realize a bunch of the above listed characters are premium, but you can sub things around. my first attempt on phase 1 yielded 17% damage, and was with teebo (L), 5's, rex, qgj, gs. i no longer recommend this team, because teebo was not very useful.

Phase 4
In p4 he hits so hard and moves so fast that you're looking at 50k, and often much less, being very good damage in a single attempt.
tanks generally get the furthest in phase 4, counter tanks specifically.
